This is the basis of how goals are tracked. You can choose from 'Sales to Customer', 'Estimated Purchases, or you can add a new goal basis. Go to Tier 2 Reporting, click the gear icon and choose Tier 2 Goal Setting.
Goal Basis is under Track Goals section of Tier 2 Goals.
