No, you can add or delete a Tier 2 Business Rule by going to Tier 2 Reports, click on the gear icon and select Tier 2 Business Rules.

Do I have to add Tier 2 Business Rules before opening a period?
Not necessarily, you may add Tier 2 Business Rules after a period opens.

No. You will have to recreate the Tier 2 rule that was deleted.
